The Robert G. (Bob) Bethell Joint Committee on Home and Community Based Services and KanCare Oversight is a bipartisan committee of the Kansas Legislature responsible for overseeing the state’s long-term care system, including Home and Community Based Services (HCBS), KanCare (Kansas Medicaid), the Children’s Health Insurance Program (CHIP), and the Program of All-Inclusive Care for the Elderly (PACE). The committee reviews the quality, accessibility, and financial performance of these programs, monitors provider and consumer concerns, evaluates policy changes, and receives testimony from state agencies, managed care organizations, providers, advocates, and members of the public. By statute, the committee meets at least once during the January and April legislative sessions and for at least two consecutive days during both the third and fourth quarters of the year, with additional meetings held as needed.

One of the most impactful ways to advocate for meaningful change is by participating in the committee’s public testimony process. Individuals with lived experience, family members, caregivers, providers, and community advocates are encouraged to submit written testimony or speak in person during committee meetings. Sharing your story helps legislators understand how policies affect Kansans in their daily lives and provides valuable insight that data alone cannot capture. Every testimony is an opportunity to raise awareness, influence policy discussions, and advocate for stronger, more accessible home and community-based services across Kansas.
